Cooldowns as Triggers in Quickslot Bars

The ability to have Cooldowns, either from the Effect Windows or just as a simple 'type in how many seconds' format, as triggers for the items/skills in the quickslot bars. That way I could have an item appear on my screen, click it, then it disappears and appears again when it's cooldown is finished so I can use it again without having the hassle of constantly checking the skill to see if it's cooldown is finished or not. It would be useful for consumables like a champion Fervor Potion or a captain's Battle Tonic, or even a skill like a Heal, Revive, etc.
