UI Skin tester program??

Hey all!

I was just curious if there was any type of program out there that allows the viewing of a UI skin without actually loading the game. I thought I remembered seeing an outdated one here but couldn't find it. It is just a bit of a nuisance having to load the game every time I want to check one visual or something minor. lol
