Cosmetic panel done sorta Oct 18 2012.

I have basically finish the cosmetic panel,I can't do much due to missing skins for the buttons.
I did fool around most of the day yesterday to overcome the problem,in the end I'm leaving it as is, the only thing I skinned where hilights when you mouse over the buttons which I added borders to it.
It looks ok just not as good as I wanted but they should do for now till we get the missing skins in the future.

I still have tons of work to do,toolbar new panels for Rohan etc etc,currently I don't have the Rohan expansion pack so I don't know how much of what I can do with it, also I haven't been to the new area yet to see whats new.
