Alright it seems I be able to do thing what I wanted with out to much sacrifice
on the skin.
If you read and saw the pic from my previous post you see what I mean,but let me re phrase it.
I found out that I can get away with skinning the or add more graphics to the "character_panel_equipment_border.tga"
That skin will stay on top over the appearance or cosmetic area but there's another skin border that has it's own skin for cosmetic in which I can also alter the image with out worrying the equipment area skin panel.
This good for me cause now I skin the equipment area panel with my heart content.
Here's some progress of the equipment area,still W.I.Ping it but it's almost finish with it.

I need to add border lines around the buttons and some editing around the character area.
