The BuildSkin folder in the zip should be extracted to your ui\skins folder. For example, on Windows XP, this should look something like "C:\Documents and Settings\yourusername\My Documents\The Lord of the Rings Online\ui\skins\BuildSkin\..."

At some point I hope to make an installer, but that's a long way off.
