editing art?

to edit the art of lotro interface ui do i have to script or just have a art program like photoshop?

You need a program that can open and edit TARGA (.tga) files. Photoshop would work. Personally, I use gimp. When you have your custom image files, you need to edit the XML file to refer to them instead of the LotRO defaults.
