Request: Civilization IV UI

I'm a HUGE Civ4 fan, and I'd like to know if anyone is up to the tast of creating a UI that looks like Civ4's UI. From the UI's I've seen here, this seems like a tough job, harder than most of these. I have tried to use the UI editor but can't figure out the first thing about it and won't bother.
So here's what it looks like (sorry for large size)

What I'd like is the radar where the minimap is on this screen, the inventory bags in the small buttons above it (that seems like the hard part), autoattack in place of the yellow flag, quickslot bars where the skull, eye, curved arrow, straight arrow, and mountain w/ flag are, target info bottom left, chat above that, Character Journal/Social Panel/Crafting Panel etc. buttons on the small buttons top right, your info top left, and XP on the green bar at the top.
Oh, and you'll probably need an idea of what the panels should look like, so here's a shot of the options screen:

Do you think this is possible? I think the hardest part is the small buttons, I'm not sure if that's possible.

Nothing you are asking for seems to be impossible from my understanding of skinning, but it would be a very time consuming design. That said, I've never played Civ4 and that interface is actually pretty clean and intuitive. I wouldn't put it past one of the talented modders here to pick the project up.

One more small piece of info: The green bar at the top usually has three colors: Green, showing how much progress you have made; dull green, showing how much you will make next turn; and black, showing how much is left (in addition to the dull green). As you can see, there is no black, so it will be finished next turn. Probably the dull green should be the enhanced XP.

Skinning XP bar is not doable at the moment.

For the most part it could be done with some restrictions (like we can't make the minimap rectangle - though we maybe could cheat and use textures over it so it would seem like one

).

Does civ4 have it's UI elements available somewhere ? It would make the job easier for those who would like to sort it out

Civ4 has an XML GUI if I'm not mistaken.

And if you can make one with the default font and one with Sans Serif font (there's an application to do this in civ4, and I think I like that one better), that would be AWESOME!!!!1
