Bar 1 - 5 are additional bars. They can be docked or undocked. Judging by the position of your Battle Shout (at least i think that it is the yellow skill that is floating on top right of your main bar), you have all of them docked. You can change this in the settings.
The things you marked on screen are saved positions for Bar 1 - 5 if you decide to undock them.
You will see where the bars are located when you open inventory. The slots will get default background so you see where to drag-drop.
