We don't have the full XML for the quest tracker. I think all we have are the images and the window size and borders in PanelFile ID="ID_UISkin_GamePlay_QuestTrackerBox". Turbine promised to release the updated XML and image pack with RoI. It's probably best to just wait until that's released. I know that's what I'm doing.
