Well It's the same problem as Halafax!
When I download a new skin and are about to pull my extra skills over an empty slot in the more laugher skin it just jumps out of my regualer skin slots, as if there wasen't any new slots avaible?!?! And I think it sucks that you have to push shift or control buttons to have the extra skills you have purchased showed, when you are in a fight!!!!
Please, please, please someone help me

You need to go to your options -> UI menu and select "quickslots".
In there you need to uncheck "dock" bar (ie, 1, or 2, however many you want to use) and check "always show".

When you drag a skill or open your inventory ("I") it will also show the position of the bars.

To move them around type ctrl-\.
