The Turbine folder does go directly in the Plugins folder.

Sorta list this:
  • Plugins
    • Turbine
      • Animation
        Debug
        etc.....
      Turbine Plugins
      DhorPlugins
      etc....


Are you putting the sub folders and files into the Plugins folder?
