I have asked about this on the main forum, but I don't know the likelihood of it gaining traction. Personally, when I first tried out LOTRO, the character creation experience is what really got me hooked on the game (as well as of course already being a fan of the source material). This was in February 2015, and 'LOTRO Legacy' playing in the background perfectly captured that sense of wonder and adventure of journeying into Middle Earth.

Which then got me thinking. Is it possible for a plugin to satisfy this? Does one already exist, or is there an impediment with this if it doesn't?

Two problems. First, the plugin environment isn't loaded until the character is loaded so Lua has no way to do anything with the character selection screen. Second, the LotRO Lua API has no ability to make any kind of sound and thus can not play music. So, there is no way to do what you are looking for. If there is a particular song you like to listen to, you can always play something in the background with an external application.

That is a shame :(

I guess I have to hold out on hope that perhaps one day SSG will give us that option.

Same, I love that it invokes a sense of wonder and intrigue before you even step foot into the game. It also serves as a nice audial buffer to the chaotic intro cinematic. Hate that it's not part of the official soundtrack though.
