Re-skinning progress bar fill color, and store buttons

I would like to know 2 things.

1. Can the fill color for the progress bar/induction bar be remapped to a different color?

and

2. I would like to re-skin all lotro store buttons in the various panels (i.e. get more vault space).

I would like to do both, because the current colors don't really go with my skin's color scheme of black and gold.

Progress bars : I don't think it is possible.

Store buttons : Update 10 have disabled some store buttons customizations. Some are still featured in the last skinning pack update.

I wish. I have always wanted to change the morale/power colors.
