Accesing UI elements

Why on earth is it that the bottom toolbar is accessed by:
<PanelFile ID="toolbar">
when the SkinDictionary.txt file clearly states that it should be:
<PanelFile ID="ID_UISkin_Toolbar">

Are there any other discrepancies like the one above? It took me hours to figure out why my edits wouldn't work!

toolbar should be the only one.

The toolbar was the prototype for the whole dictionary. It wasn't until after we came up with an automated way to do it using the "ID_UISkin_" prefix. We overlooked the toolbar and never changed it to the new scheme.

Is it possible to maybe create a link to make them both work? As a new author I just looked through SkinDictionary.txt and copied things over. I stumbled accross the solution by chance when I was scratching my head over how other authors acomplished it.
