Uploading plugin/images times out

I've been trying for two hours to upload a plugin and the associated images. The largest image is 250k. The plugin zip is 146. It's timing out almost every time, but when I DO manage to get one through, it takes ~5 minutes for a 120k file. I've got a 10MB upstream, and uploads elsewhere over FTP/HTTP are working fine.

Is this a known issue?

I'm not experiencing any trouble here but I do notice there seems to be a great deal of network peering issues today... http://www.internetpulse.net/

Is the excess network usage perhaps related to the multiple spambots that have been posting the last couple of days? Probably not related but thought I'd mention it.

I doubt it, our network traffic with softlayer is just fine. However other ISP's that peer with softlayer may be having trouble today.

Now if this slow upload / timeout issue has been happening longer than a day or two then there might be another issue.

I'm on timewarner and everything, uploading, etc is fast.
