healers helper plugin?

would a healer helper type plugin be possible? like something that would create several hot keys attached to the party frame where you could assign spells when clicked to cast the spell on that group member?

Not possible. The lua API does not currently expose 'vitals' of other players, or allow targetting.

Can pressing buttons be simulated with the LUA implementation that is available? The default for targeting the party is F1-F6, F1 being yourself. When using a plugin with small bars and clicking the bar for a particular character would basically fire off this keypress, LOTRO would target the player and the plugin would execute the skill? Clunky but perhaps still possible.

Nope. We can't programatically cause any kind of action to take place via Lua. The best we can do is create quickslots that can perform any single action when clicked by the user.
