This actually turned out to be a simple problem The Folder name in \The Lord of the Rings Online\Plugins when it installs is \Rogidor Plugins. Rename this folder to RogidorPlugins (remove the space between Rogidor and Plugins) and all works.

I'm working from scratch here...

Loaded the new Turbine and Turbine Plugins.
Then I Have successfully loaded the new versions of:
Plugin Manager (sandy)
Buff Bars
Travel
Tonic Bars
Then downloaded
128608 1805-Mount CarouselME.zip (and HD.zip)
Unzipped the two files
Then downloaded Rogidor Plugins.zip and ROgidor Plugins1.zip and unziped both of them. All 4 zip files loaded into the same folder, "Rogidor Plugins."

I wound up with one single folder (Rogidor Plugins) containing:
Two folders -MountCaroselME (and HD); and two ".plugin" files one for each ME/HD.

Each of the folders contained the files: "Main.lua" and "__init__.lua"
Where the "Main.lua" file is 10K but the "__init__.lua" file is zero length.
