After changing the X value in the skindefinition.xml file, this change takes effect ingame only after relaunching the whole game, not only the character.
Each panel code is independent, so modifying one panel by its scale or by its code doesn't affects the other ones.
If you still have issues, could you post a screenshot, in order I understand what is going wrong ?

Configuration changes at next log on
Thanks for the quick reply. I read the .xml file note about how to center the toolbar and such depending on the resolution being used and was successful in applying that change when I originally installed the skin. I played for quite some time on my burg (successfully took down Draigoch, actually) and was quite pleased with everything. When I logged on the next day (same toon) the UI was all over the place and I can't figure out why. I know that I would have to load the skin for each additional toon, but this happened on my main that was already set up from the day prior.
I remember seeing a note in the install procedures about the toolbar being set to 1.0 size. I can't help but wonder if everything went wacky because of the fact that I change almost every aspect of my UI including scale size for many of my UI elements. Would I have to change them back to default every time I load the game to avoid this mishap?

@ Stones
Hi,
Each one of the 6 toolbars embedded in Azure Glass has its own parameters, this means you have to relog each time you switch from an Azure Glass toolbar profile to another one, in order to get the correct display of the toolbar.
If the toolbar displays normally but is not centered, you will have to manually edit a number in the skindefinition.xml file of the skin you want to center, to adapt its value to your screen resolution.
Each character has individual skin settings. If you relogged after applying the skin on your main character, this does not affects any other of your characters.
If you want to skin them with Azure Glass too, you will have to relog them too affter having selected the skin in the UI settings menu.

I don't want to waste your time with something that is probably an oversight on my part so all I'm asking is to be pointed in the right direction. After successfully installing the skin and relogging my toon on the client everything seemed great. But when I logged on the following day the UI was horrible and all over the place. Can someone point me towards a link or a post that will help me? Thanks. Oh, and the skin is fabulous, btw. Just wish I could get it to stay that way.

@ Nethallion
Hi,
yes you're right
I forgot to adapt this value in the explanation text dedicated to the "Basic" profile when I copied/pasted it from the "2x2" profile
This is now fixed for next release.
Thanks for porting this issue to my attention

Question in the help file
This seems pretty basic if I read it correctly, but the instructions at the top of the skinDefinition file mentions numbers 448 and 537. It talks about replacing the X="448" number but the number that is in the actual line to be replaced is 537. Looking at the helpful list of numbers and corresponding screen resolutions, it mentions 537 is the default setting (for 1920 x something resolutions). I am to replace that 537, correct?
**That was from the _Basic toolbar folder.

Hi, and thanks for the feedback.
You're right, I forgot to mention the last installation steps, this is now fixed.
- Once you selected the skin for your character, you have to logout then login back to get the new custom parameters applied.
- Concerning the quickslot bars (12 slots each), the skin parameters can handle only the default one, the other quickslot bars must be positioned by the user.

This issue affects the quickslot toolbar 3 and not the other ones.
This is a lotro bug, there is no option to fix it.
However, if you actually want a "simple" fix, there is one, I let you judge :
http://www.sendspace.com/file/956y0j
Save this file, then copy it in :
..\Documents\The Lord of the Rings Online\ui\skins\JRR v2\@ AzureGlass @\3x2 toolbar\

Adra, thanks for the reply.
I'll try the suggestion Tonicbars, but is a setting, relative to the spellbars themselves, an 'always on top' something that is possible? Or the reverse, an always under for the background something that might work?
Sorry, I don't have a coding background but it would seem to be something fairly simple to overcome. No?
Regards!

@ Taarr
Hi, and thanks for this feedback.
I also have this issue on 2x2 and 3x2 toolbars.
After character has loaded, the quickslot bar 3 (and only it), falls in the background of the toolbar, wherever it is placed on it.
Since the toolbar's code has no relation with additionnal quicslots bars , this means the problem is client side.
- If using 2x2 toolbar, the issue can be avoid by replacing the quicklot bar 3 by quickslot bar number 4 or 5 instead.
- For 3x2 toolbar, you can replace the quickslot bar 3 by another one created with Tonicbars or any other slot bar managing plugin.
I create a tip for this on the main post.

You're welcome.

A fantastic piece of work. I have noticed on a couple of occasions while using the JRR Azure Glass 3x2 that sometimes Bar 3 (Undocked) slides behind the black background the other 5 bars are on top of. All I have to do to get it back on top of the background is to click on it.
Is this a known issue?
Regards!
