Buffwatch
This was a plugin I produced for the beta that I hesitate to release, but as I had a message the other day asking when it was coming I have taken it off the SVN and made it live. Install as you would any other plugin. Requires; Turbines standard code and DeusDictums DragBar.
What does it do?
Buffwatch adds a small moveable frame to the screen that hides when you enter combat, or upon clicking. It warns you about buffs that are missing ON YOURSELF ONLY! *We cannot monitor party buffs yet!*
These are entered through the Buffwatch option screens /BW n to open, where n is the number of the buff box you are looking for. Type the text you would like the buff to show when missing in the top box, or delete all text to delete the box, and click "apply". Do the same for how you wish to look for (CaSE SEnsitivE) the buff in the boxes below that; type the buff text, or delete it. The default state is "or" each of the buffs although "and" is possible by using the checkbox.
Note that the text you enter is what the plugin looks for; so, for example, if you enter "Food" then ANY buff containing the work "Food" would count towards that category.
Note:
As I say, this plugin was written for the beta of f2p and has had the minor updates necessary to make it work. (Thanks Pengoros!) It comes with default settings for hunters only - I could program other defaults but doubt I will. So, it is up to you to enter your own settings!

Have a look in BuffWatch/Main.lua and find line 72?: showincombat=false. If you change it to showincombat=true, BuffWatch should behave (i.e. haven't tested it by myself) as you requested.

Does this save settings per character? For example, if I set my minstrel to look for tales and my champ to look for flurry, is it going to warn me that my minstrel doesn't have the flurry buff and my champ doesn't have any tales running? If so, I'll have to configure it every time I log in.
EDIT: After trying it out, it looks like it saves per character. I set up a tales watch on my minstrel and when I logged in my hunter, it only showed the stance, find the path, and food watches. I looked in C:\Documents and Settings\USERNAME\My Documents\The Lord of the Rings Online\PluginData\LOTRO-USERNAME\Nimrodel\ and found settings files for each of my characters. This is a cool little plugin. Not sure why I didn't install this sooner. Saves me having to constantly look up at my buffbars interface to see if flurry is active, or if my minstrel tale is still active. Sometimes you'll get silenced or something and your tale will fall off and you need to recast it. I always forget about it. Also, any time that flurry isn't running on my champ, that's lost DPS. Now I can keep flurry active, and not have to spam it and waste fervour points activating it unnecessarily.

Interesting as a change I made in Beta (supposedly!) fixed this. What happened was that the string.find function in lua uses wild cards etc. So, I added an extra argument to ensure that it ignored these. Now, unless the recent changes from Turbine broke this it should still work... *bah*
Anyway! Could you try;
Just "Bow Chant" and see if it finds the buff.
Then just "Breach-Finder" and see if it finds the buff.

Just logged my hunter who has just hit 25...
Watch out! The plugin is CASE SENSITIVE! It should be Bow Chant: Breach-finder
Damn stupid font they use...
EDIT EDIT: You know, the way the plugin looks for the buffs, you could just type in "Bow Chant" and it would clear on any bow chant, so you don't have to type em all in. I really should make that clear... too busy playing the game!

Very fine Plugin, but doesn't work with European clients (at least the German one). Error: "...JackdawPlugins\BuffWatch\Main.lua:36: Unable to parse file!"
The plugin loads proper on first start and works fine with customized Buff-entry's (like "Heldensage" = "Tale of Heroism"). But doesn't work after plugin-refresh.
EDIT:
Ok, it's the obvious Point-Comma-Problem with Non-US-Clients. Manually edited the BuffWatch-PLUGINDATA and write-protect it (BuffWatch makes here modifications on reload, even if nothing is changed by the user). So this way could be a functional workaround.
