This skin is a re-work of the original LOTRO Celtic skin by Kuvasie, which itself was a rework of a skin from EQ. (It's got a reasonable heritage)
It's been a long while since it was last updated and basically all I've done is bring it into the F2P era.
There's some minor changes with the addition of skinned vitals, progress bars, Fervor/Focus pips, Mini map hope and dread changes, RK Attunement (large), Wardens gambit panel and reworked toolbar.
The other changes revolve around the great work of others such as Firefern / MirarKitty, Daimon and LedMirage - this shows through in the large crafting panel, questlog, dressing room and vendor panel.
The Journal and inspection panels are a direct cut-over from LM Durin's Folk.
I hope I captured all the individuals that I should have. (Let me know if I've missed you). And, Kaylan thanks for the scroll graphic from your UI that adds so much to the original Celtic skin.
There is no SkinDefinition file with the skin by default, please run the batch file described below.
The batch file included with this skin will allow for switching to the following resolutions with large or mini toolbars (and is now usable in XP also), plus remove player buff display.
1024 x 768, 1280 x 1024, 1440 x 900, 1680 x 1050 (default) and 1920 x 1280
Simply run the SetSkin.bat file and follow the prompts.
If you need another resolution then follow these instructions:
Open SkinDefinition.xml, look for the following entry (line 14);
<Element ID="ToolBarField" X="X-Value" Y="Y-Value" Width="1024" Height="200"></Element>
And modify the X-Value and Y-Value entries.
X-Value = (Screen width / 2) - 512
Y-Value = Screen height - 200

2.4.3 > Fixed the character screen, still a minor issue with the bottom border but much more usable, crafting screen is working (at least it appears to be) let me know if there's any issues.
I'm still waiting on the next art asset pack and skin definition to do a full fix up - and it's ptobably going to mean a complete rework of the border graphic to make it more consistent and less likely to bug out with each patch.
2.4.2 > Fixed the border rendering on a number of panels, modified background for npc chat panel and added tabs for deed log (rep tabs still to get working). Other than that the panels previously normalised are still in that state until the new art pack skin definition files are released.
2.4.1 > Fixed the darn batch file
2.4 > Modified Player vitals again for dread alignment
Fixed Quest log in prep of next patch
Fixed deed log tabs to something more suited to the skin
Modified Player Low res art
Modified skin resolution batch file to set
1. resolution and toolbar type (large or small)
2. player vitals with / without buffs
2.3 > Have rectified issue with LowRes graphics on vitals, including monster player.
Also modded skin resolution batch file to work with XP.
2.2 > Included the Mini toolbar graphics with the main skin and necessary xml file, also included fixes for graphical glitches found by OrION (thx )

Great job! I have always liked this skin and it's nice to see other people updating old skins. Not a huge fan of the normal toolbar so I may make a mini version, but I like what you have done.

Great UI, but I've found some problems.
^ See red circle. The Dread Bar sticks out above the vitals.
^ See red circle. Glitch with the default UI?
^ When I hit Alt + Enter, the UI unlocks itself.

Version 2.2
I've uploaded version 2.2 of the skin which includes fixes for the first two glitches reported by OrION below (the pictures were a great help) and the mini toolbar.
I've also added a batch file for setting 5 different resolutions and the large or mini toolbar, you can find it in the Celtic folder.
The ALT + Enter glitch still has me stumped, it does fix itself if you exit and reload - not that that's an answer but it's all I have atm

The alt+enter issue is a known bug that Turbine has yet to release a fix for. It exists within every UI skin.

I like this UI, and want to give props on recovering it from the UI graveyard =) .. I personally don't use it, as i like a a lot more mini type of version, and striped down one, but i do have a question if you don't mind?
Could you please tell me how I could use ONLY the vitals from your UI and move them to the one i use, as i like your vitals a lot more, but prefer to keep my current UI if posable. thanks in advance.

Batch file doesn't work
Just to let someone know that the batch file to change resolutions for the Celtic skin does not work. It says " 'choice' is not recognized as an internal or external command, operable program or batch file. "

Can you confirm you're running Windows XP?
MS decided to remove choice from XP, I believe that there are reputable places that it can be downloaded from the Web but they're becoming harder to find - in keeping with the basic rules of this site I'd rather not post / upload a copy, so ...
Here's a link to a site that has links to some MS FTP resources that may help (using these links is at your own peril), the other option is copy choice.com or choice.exe from another Windows OS installation (MS brought it back in Vista).

Using Vitals
Temil2006,
Basically, but not really that basic ...
You'll need to copy the entire 'Vitals' folder and all contents from the 'Celtic' folder to your current skin folder (that's the easy bit).
The painful part is replacing all the Player Vitals and Opponent Vitals panel and art mappings from your current skindefinition.xml with the same entries from the Celtic skindefinition.xml, these can sometimes be spread around the file.
If your current vitals are using the default Turbine set then it's a lot easier as your current skindefinition.xml shouldn't have any modified entries so it's just a copy and paste. PM me (attach your current skindefinition.xml if you can) and I'll be happy to help work it out.

Your welcome. I found something else and wasn't sure if it was your intention to do this so I figured I would post a screen shot for you. The rank is a bit messed up. Not sure if it is only this rank because this is the highest rank character I have. lol I don't PvP that much.

P.S. The low res picture is mine, I have that awesome shrinking head glitch so I turn off the 3D player portraits. lol Also, I noticed that in the UI skin listing in game, there are two choices for Celtic but I was only able to find one skindefinition file. There a reason for that? Or did I do something wrong when I set my resolution? lol Thanks
