This is just a combination of Black Fade by Halvr and Ultra Mini Packs with some of the Main Bar UI elements moved off to the right hand corner and hidden. The bag icons are where they always were, but are also hidden. Both sets of icons can be customized and both show on mouseover.
The UI is designed for 1680x1050 in a windowed mode, and any other resolutions may require modifying the X & Y values for the elements to get the same effect. I will likely not be adding other resolutions or maintaining this, I just wanted to share what I use since a few people were asking in the Black Fade section.
The bags can be moved with a handle on the left hand side (near top.) Once the UI is selected, you need to turn of 3D portraits and restart LOTRO for the positioning to take effect properly.

Unfortunately, Turbine broke the UI modifications to the store buttons with today's patch, so all of the "gaudy" buttons are back. Sorry.
On a more positive note, the Store Button wasn't changed (yet).

Just a small tip for the author.
If you use Element ID="ToolbarField" Y value let's say "2000" it will eliminate the need to modify the height value of your toolbar entirely as the UI won't allow overlapping. That way the bottom bar will stay at bottom what ever resolution you'll use. Doesn't work with X value obviously so the users still need to modify that number for their resolutions.

Hey,
First of all, thank you very much for making this UI. It is sublime!
The only problem is, that I am really a complete utter failure with all these technical things and after a while I finally figured out my resolution is 1600x900 wich is why it looks really odd on my screen, unfortunatly.
I wanted to ask you if you could maybe make one that is compatible with 1600x900 if you'd have the time? Please? It would be really helpfull!

I recently had to update this interface for a larger resolution - 1920x1200. I'll see about getting the XML uploaded soon. Heck, after doing that the different resolutions aren't that hard to adjust for, so I may go back and make some common ones.

What size are you running? The file I uploaded is for 1680x1050, and elements are likely to not size exactly correctly if not at that resolution. Unfortunately, right now time constraints mean I probably won't have time to add other resolutions.
I believe the background image is black_translucent.tga located in the folder:
%my Documents%\The Lord of the Rings Online\UI\Skins\UltraMinimal\General
You'll need something like Photoshop or another graphics program that can edit tga files. I recently downloaded paint.NET which can open the files, but I haven't tried editting them and checking in-game to see the effects of using it.

Also, there is something wrong with the XP bar..the XP bar borders are there like in your screenshots..however my XP bar is way left of that..its not within the borders you have set?

Well the one problem I have is when lots of things are on screen..the transparent windows make it really hard to function in them...Id like to change them but new to skinning in LotRO..so not sure which graphics are the background.. since you have so much alpha transparency it makes it hard for me to tell which files are which.
Any pointers?
