Hi Qayzar,
when you switch from an UI to another that moves elements, that can't be moved while in game with "Ctrl+\", like the auto attack indicator, you have to choose the UI, log out then back in.
Only when you get back into the game your UI will work fine, it has been an issue since launch.

When I logged out last night, my UI skin was Yessh.....when I log in sometime today...the main bar will be in the middle of screen. This happens every time on each toon....I dont change UI skin during play.
When I have used other skins, the main toolbar doesnt move.

Weird, maybe the setting isn't saved.
It could be an issue with read/write file security. What is your OS? Are you using and admin account on your computer?
Does anybody else has the same issue?
For the others UI, apart very few, they don't move static elements as I do, like the auto attack indicator or fervor pips. So it's normal that their skins don't have this issue.
As I wrote before the problem lies in LotRo's way to handle some of the UI settings, there's nothing we can do about.

Then you should not have an issue.
Are you playing in full screen mode or in windowed one?
Did you change your resolution?
Did you change the size of the main tool bar? (It also changes the position of the eye.)
Maybe post a pic before and after, that could help.

No, I changed nothing....dont know how to change anything.....my vitals still dont show like the ones in your hunter picture. The eye is in the same place as if I wasnt using a UI at all..at the bottom to the left of the main hotbar.

For the hunter I moved the vitals bars in game with "CTRL"+"\", you can do the same easily.
Please post a link to a pic of your UI.

The before pic is what you should have when your toolbar size has been changed.
Go to Options
=> UI settings
=> scroll down to the end, set the TOOLBAR slider size to 1.
=> accept.
That should do the trick.
I was finally able to re test the UI on an account and it works fine. Maybe delete and re download the skin in your: my_docs\The Lord of the Rings Online\UI\Skins\Yessh

that made the toolbar WAY too big....eye is too big.
Guess I will have to select UI none when i log out and reset it to Yessh when I log back in.....and reset the size of toolbar to where I had it

The eye position is embedded in the toolbar frame so with Turbine system, when you use the slider to change the toolbar size you move around both.
What you can do is set your toolbar size then edit the below lines in the XML file to set everything to your liking:

I don't know the numbers,
but: Element ID="ToolbarFieldMain" X="0" Y="965" Width="1680" Height="1050"
X: horitontal posiiton from 0 to 1024 in your rez
Y: vertical position
Width: width of the UI element, is sometimes the screen width
Height: height of the UI element, is sometimes the screen width
A good example is:
<Element ID="Toolbar_Quickslot" X="348" Y="718" Width="420" Height="35" />
- <!-- quickslot location. X values 0-604 (Center=302 for 1024x768) / Y values 0-718
-->
So you might want to edit the X and Y position, more like the Y first (vertical one) I don't have any magic formula you need to test numbers.

Thanks to Wiked Mouse, I added the accomplishments tabs from his great UI.
Done some other tweakings like:
- Changed the swarm vitals
- Fixed the progress bar and fixed mounted progression bar
- Changed the crafting meter bar and icons
- Deleted the top of the quest map tracker
- Fixed the crafting selection bar
- Changed the dressing panel zoom buttons
