Vertigo for LotRO?

Is there any way to create something like the Vertigo WAR addon, which modifies the action bar layout, for LotRO?

Or any way whatever to modify the action bars, say from 1 row of 12 to 2 of 6, 3 of 4, etc.?

Lotro cannot be modded, only skinned.
