You shouldn't rename the My Documents Folder. What you instead could try is this:
Create an english My Documents. then you right click and select properties on the greek version of my docs and select as target the english named My documents.

That aside, sine LOTRO seems to create and read the ini file correctly, I would say this is simply a bug and should be reported to Codemaster/Turbine.
