I see many people having problem with skins that uses repositioning of the toolbar.
If you do, please make sure you have logged out and
shutdown the game
after you have selected the new skin. Re-entering the game should correctly load the new skin.
And if the skin requires manual adjustments in the SkinDefiniton.xml to customize positioning according to your resolution, you can always try this tool wich makes it for you:
