As far as I know, neither one can be skinned yet. The navy blue outline around the Fishing hobby in your screenshot shows up in other places, too, such as the Fellowship Skills and Reputation panels. I haven't found ArtAssets for it so far, though I'm assuming they will be multiple pieces, like the borders around names in the Social panel.
You can't skin the Hobby page in the Deed Book at the moment, either. I think they overlooked adding skinning options, or it just wasn't a priority to get 'em into the patch when fishing came in.
You used to be able to skin the old tracking window, before they added the extra columns. The ArtAssets for tracking haven't worked for me since that change.
