Please help with UI

Can anyone tell me? wat's wrong with the UI?

It seems, that all PanelFile ID section is not parsed by the game.
I'm playing on LotRO Russia with MoM book 7.
I've tried ui's on XP and Vista - the same trouble. Could the full reinstal of the game client fix the problem?

What is causing this problem is the folder structure when you copied the files to your LotRo folder. In your folder My Documents, you should find a folder The Lord of the Rings Online. In this folder should be one called UI, then in that one, a folder called Skins. In this folder you can have multiple skins, as long as they each have their own folder, with the accompanying folders for the definitions of your skin. The main skin definition file needs to be in the folder that you have for each skin. If the folder that contains the main definition xml file does not have the subfolders containing the rest of the .tga files, your skin will result as you see it in your picture even after restarting LotRo.

The folder structure is correct, I just unpack the archive with ui.
The old ui's are working well, but all ui's with movable items are not. I mean those X="0" Y="0"... any changes on them has no effect.

Seems to me that you forgot to relog after you selected the skin. All skins that use modified x,y values requires relogging to get stuff align correctly.
