Implement /reloadui please

I think we are in great need of a method to quickly reload and redraw the entire interface.

To have to shutdown the game and log back in ins't that effective :)

Such improvement should save us authors a lot of time so please take a look at this.

An emulated lotro environment for building and testing ui's would be awesome, too, if we have any programmers capable of that.
