First off I'd like to thank LedMirage for such outstanding work on this Ui's artwork. I love it to death.

I'd like to mention as well that I have no experience at all in creating custom ui elements and this is the question I have...

This is the current setup:

This is just a general idea, I'd like to make it slightly fancier but making the images isn't the issue. it's the technical junk behind it that stumps me.

You will have to modify the main menu bar to include the new graphic bits you want to add. The hiehgt is the only thing that should change in the XML.

Take the orignial main menu bar graphic and changes its page/paper size, keeping the orignal graphic at center bottom. Then add your new borders. Figure out the size (height changes here) of the new main bar, and add/change the height of the graphic in the XML to use the new height of your image.
