Hi and thanks for your comments and feedback. 
There's no image to your vitals cause you have the 3d portrait off.
When the 3d portrait is off it only display a circle marble or glass orb style like in
your screenshot.
Sorry,I'm not an artist so I left it like that as a glass orb style. 
You will need to enable the 3d portrait on the advance graphics settings in
the option panel.
P.S
Forgot to mention that the 3d portrait will always be on top of the vital image.
What I'm trying to say I couldn't find a way to put that white sheen effect over the character 3d portrait like I did with the mini map. 
This the server client that does that which is out of my control.

Ui skin....
Love the skin, my new best friend!!! although i see one problem that might need looking at. in the image below look at my vitals and my target selection....we have no image! i dont mind but just wanted to let you know.
